Ghana’s Energy Sector Sees Revival as Tema Oil Refinery Resumes Operations

Ghana’s President John Mahama has announced a significant milestone in the country’s energy sector, with the Tema Oil Refinery (TOR) resuming operations after a six-year shutdown. The refinery, which had struggled with financial difficulties and maintenance challenges, is now processing crude oil into petroleum products, marking a major step towards Ghana’s energy independence.

Speaking at the 2026 State of the Nation Address, President Mahama stated, “For the first time since 2018, the refinery has commenced processing crude oil into petroleum products again”.

The revival of TOR is expected to boost Ghana’s energy security, reduce reliance on imported fuel, and stimulate local production. President Mahama emphasized the government’s commitment to ensuring reliable, affordable, and sustainable energy for the nation.

The refinery’s restart is part of broader energy sector reforms, including investments in renewable energy and oil production. Ghana has also cleared approximately $500 million in outstanding gas invoices owed to ENI and Vitol, with a comprehensive roadmap in place to guarantee payment for all gas consumed going forward.
