Southern African Development Community, the bloc which forms the Southern region of Africa has had Army representatives meeting in Goma, a city in DR CONGO within North Kivu, as part of measures in strengthening ties between both units and helping ease the ongoing tension between the M23 Rebels and the Government of DR Congo.

The Bloc; SADC has been engaged in assisting of troops in North Kivu to help fight the attacks from the M23 Rebels. The M23 Rebels with strong connections to the Rwandan Government in 2021 attacked North Kivu displacing residents in the area and have been engaged in offensive acts since then.

The conflicts begun when M23 Rebels who were part of the Army disclosed that they were receiving low salaries from the Government. Tensions begun to rise when Bosco Ntaganda who is now at the ICC for alleged wars and crimes between 2002 and 2003 was being requested for by the Government of the Congolese Anatomy then, to hand him over to the ICC for trial.

The M23 Rebels known as the March 23 Movement is a rebel militia from The Congolese Anatomy with strong links to the Tutsis of The Rwandan Anatomy who also form about 14 percent of the Rwandan Anatomy and Hutus who form about 86 percent of the Rwandan Anatomy.
